Possibly, according to this article by Naomi Wolf in the UK Guardian.

I asked the question in my last post “Someone gives the police orders. Who is giving these orders? When did they become more powerful than the public in a supposedly free society?”

I only half-suspected this might be the answer. Here are a few quotes:
